Does a Pixel Watch 2 charger fit the Pixel Watch 4?

No. Google changed the contacts on the Watch 4, so you need a Watch 4 charger.

Is the Apple Watch keychain charger slower?

No. It charges at the normal rate, about two to three hours from empty.
